Green Cities and Clean Air: New Obligations and Facilitations for Citizens.
The law introduces mandatory climate change adaptation plans for cities with over 20,000 residents to better cope with the effects of warming. It also makes it easier for residents to obtain higher funding for home insulation and furnace replacement, and simplifies the construction of rainwater tanks.
Key points
Cities with over 20,000 residents will be required to create Urban Adaptation Plans to prepare for the effects of climate change, such as heatwaves and heavy rains.
Funding has been increased and cost limits raised in the 'Stop Smog' program, making it easier to replace old furnaces and insulate homes.
In the civic budget, every municipality will have to allocate funds specifically for green projects, like parks or rainwater harvesting systems.
Building a rainwater tank up to 15 m³ will no longer require a construction permit, only a notification (up to 5 m³ without any formalities).
Quality standards have been introduced for sold pellets and briquettes to ensure cleaner combustion and better air quality.
