New Rules for Lawmaking in Sejm: More Analysis and Consultations
The Sejm is changing its internal rules for working on laws. Mandatory impact analyses of draft laws are introduced, along with the possibility for citizens and organizations to submit comments at an early stage.
Key points
Draft laws must now include detailed justification of anticipated effects (legal, social, economic, financial).
Most draft laws will be subject to analysis for compliance with EU law and regulatory impact assessment.
MP and citizen draft laws will be mandatorily available for online public consultations for 30 days before the first reading.
Amendments to draft laws submitted in committees and during the second reading must have justification.
More documents from the legislative process (justifications, opinions, consultation comments, amendments) will be publicly available online.
