More Funds for Local Environmental Protection

This bill increases the amount of environmental fees and penalties that municipalities and counties can retain before transferring the surplus to provincial funds. This will give local governments more resources for local environmental initiatives, potentially leading to a better quality environment in your area. The change is set to take effect on January 1, 2025.
Key points
Municipalities and counties will be able to keep a larger portion of funds from environmental fees and penalties.
The income threshold above which local governments must transfer surpluses to provincial environmental protection funds will increase (from 10 times to 15 times the national average per capita income).
More money will remain in local budgets, which should allow for more effective financing of environmental protection activities at the municipal and county levels.
The act does not change the total amount allocated for environmental protection nationwide, but only how it is distributed between local governments and provincial funds.
