The Supreme Audit Office reveals that in 2023, a huge portion of state spending (e.g., on armaments, social aid, and energy) was executed outside the state budget, through funds at the BGK bank and PFR, concealing the true deficit and public debt. This results in a lack of parliamentary control over billions of zlotys, higher debt servicing costs, and the risk that citizens will bear the consequences in the future. The report also points to irregularities in police financing, wasteful spending on promotional campaigns in an election year, and inconsistent monetary policy by the NBP.

Off-budget financing of state tasks: Expenditures of funds at BGK (PLN 131.8 billion) and PFR (PLN 5.1 billion) are not included in the budget, understating the deficit and hiding PLN 363.1 billion of public debt.
