Increased Youth and Local Participation in Municipal Decisions, Insurance for Village Heads
The new law strengthens the role of youth in municipalities, allowing for the creation of youth councils in smaller auxiliary units and giving them a voice in local matters. It also increases the powers of village councils and other auxiliary units in deciding on expenditures from the village fund, and provides insurance for members of executive bodies of auxiliary units, protecting them in their daily work.
Key points
Youth councils can be established in villages and settlements, giving young people influence over local decisions and projects.
Members of executive bodies of auxiliary units (e.g., village heads) will receive civil liability and accident insurance, increasing their safety.
The mayor can establish a convention of chairpersons of auxiliary units, improving cooperation and idea exchange at the local level.
The role of the municipal council in reviewing village fund applications is increased, giving residents a greater chance to implement their ideas, even if the mayor initially rejects them.
Other auxiliary units (not just villages) can now use the village fund on similar terms, opening new opportunities for local communities.
