Polish DPA's 2023 Report: Data Protection in Practice

This document summarizes the activities of the Polish Data Protection Authority (UODO) in 2023. It details how the office handled citizens' complaints about misuse of their personal data, imposed fines on companies and institutions, and educated the public. The report highlights the most common problems, such as unauthorized data sharing, monitoring errors, and data leaks, and explains the rights every citizen has.
Key points
Citizens filed nearly 7,000 complaints, mainly concerning unauthorized disclosure of personal data, e.g., online, through video surveillance, or to debt collection agencies.
The President of the UODO imposed 31 financial penalties totaling over PLN 1.2 million for violations, including failure to cooperate with the authority and insufficient data security measures.
The authority actively educates the public by running programs for schools ("Your Data – Your Concern") and students, and publishing guides, such as one on data protection during election campaigns.
The first code of conduct for the healthcare sector in Europe was approved, designed to help hospitals and clinics process patient data correctly.
The report highlights challenges related to new technologies, such as artificial intelligence and monitoring, and the need for better protection of our data in the digital world.
