New rules for removing online terrorist content and blocking sites by ABW

The law implements EU rules on rapid removal of terrorist content from the internet by hosting companies, designating ABW as the main supervisory body. It also changes the rules for ABW blocking other online content in terrorism and espionage cases, requiring court approval. Internet companies can face financial penalties for non-compliance.
Key points
Companies providing online hosting services must remove terrorist content upon ABW's request, in accordance with European Union law.
ABW will supervise these companies and can impose high financial penalties (up to 4% of annual turnover) for lack of cooperation or non-compliance.
ABW will only be able to block access to other online sites or services related to terrorism or espionage after obtaining court approval, except in very urgent situations requiring subsequent court consent.
Hosting companies and content publishers have the right to appeal ABW's decisions regarding content removal or blocking to court.
