This act introduces swift financial aid for individuals and families affected by the 2024 flood, covering basic needs and the repair or reconstruction of damaged homes. It also provides support for employees, volunteer firefighters (OSP), entrepreneurs, and local governments to facilitate recovery after the natural disaster. These funds are protected from enforcement and are income tax-exempt.
Key points
Direct Financial Assistance: You can receive aid for urgent needs (up to three times the average salary) and for repairing or rebuilding a damaged home (up to 100% of replacement value, with a minimum of 5% damage).
Quick Access to Support: You can apply for aid at your local social welfare center within 30 days of the flood, even orally, and funds will be disbursed promptly.
Protection from Seizure and Tax: Financial aid received will not be subject to bailiff enforcement or income tax.
Paid Leave for Affected Employees: Employees impacted by the flood can take up to 20 days of paid leave, financed by the state budget.
Support for Businesses and Local Governments: Entrepreneurs in flooded areas may receive relief (e.g., standstill benefits, exemption from social security contributions, cancellation of tax arrears), and local governments will get co-financing for infrastructure reconstruction.
Compensation for Rescuers: Volunteer firefighters (OSP) and other volunteer rescuers will receive compensation for lost earnings during rescue operations.
