Higher Excise Rates on Tobacco and E-cigarettes from March 2025
The Act enters into force on January 1, 2025, but new, higher excise duty rates on tobacco products, dried tobacco, novelty products, and e-cigarette liquid will apply from March 1, 2025. In January and February 2025, the 2024 rates will apply. The changes aim to update excise rates and increase budget revenues.
Key points
Excise Rate Increase: From March 1, 2025, excise duty on cigarettes, smoking tobacco, cigars, cigarillos, dried tobacco, novelty products, and e-liquid will increase.
Transitional Period: From January 1 to February 28, 2025, the current excise rates (from 2024) will apply.
Validity of Excise Stamps: Excise stamps with the year 2024 remain valid until April 30, 2025, and can be applied until February 28, 2025.
E-cigarette Liquid: Annual validity for excise stamps on e-cigarette liquid has been introduced, similar to tobacco products.
Increase Schedule: The Act defines a roadmap for excise duty increases for the years 2025–2027.
