Changes in Electronic Deliveries: New Deadlines and Rules for Offices and Businesses
The act introduces changes to the rules and deadlines for using electronic deliveries by various public institutions and non-public entities. It specifies when different groups will have to start using e-deliveries and how electronic addresses for local governments will be created. It also provides for the possibility of cost reimbursement for the designated operator.

Non-public universities and science federations are added to the list of entities covered by the electronic delivery act.
Electronic delivery addresses for local governments (municipalities, districts, provinces) will be created automatically, with one common address for the unit and its bodies, but separate ones for organizational units with a REGON number.
Non-public entities will be able to apply for an electronic delivery address online through the designated operator.
Entries of electronic delivery addresses into the electronic address database will be for an indefinite period.
Deadlines for mandatory use of electronic deliveries for various public entities have been postponed, e.g., for the Internal Security Agency or the Ministry of National Defense to December 31, 2026, and for local governments regarding the hybrid service to October 1, 2029.
Until the end of 2025, it will be possible to deliver correspondence between citizens/businesses and offices using ePUAP, which will be equivalent to e-delivery.
The designated operator may receive reimbursement of investment costs incurred for the construction and modernization of e-delivery infrastructure, up to PLN 100 million.
