Easier Street Lighting Management for Municipalities
New regulations will make it easier for municipalities to modernize and maintain street lighting, including switching to energy-efficient LED lamps. Municipalities will be able to use energy infrastructure free of charge, which should accelerate investments and reduce costs. The changes also aim to resolve disputes regarding the definition of "built-up area" in the context of lighting responsibility.
Key points
Municipalities will gain free access to energy companies' lighting infrastructure, facilitating repairs and new lighting construction.
Energy companies will have 30 days to agree on technical conditions with municipalities; if issues arise, the President of the Energy Regulatory Office will decide.
Existing lease agreements for lighting infrastructure between municipalities and energy companies will be terminated 3 months after the law comes into force, provided technical agreements are obtained.
The law aims to accelerate the modernization of street lighting, including to LED technology, which can reduce electricity bills for municipalities and improve air quality.
