The draft law introduces strict regulations on the breeding of purebred dogs and cats, creating a state register of associations authorized to issue pedigrees. New rules require breeders to pass exams, limit the frequency of breeding, and introduce high administrative penalties for violations. The bill aims to eliminate so-called "puppy mills" and improve animal welfare, which, according to the regulatory impact assessment, may lead to an increase in the prices of purebred animals.

Central Register: Only associations listed in the register kept by the Minister of Agriculture will be able to issue pedigrees; ordinary associations are excluded.
Breeder Requirements: Breeders must pass an exam on breed knowledge, have no criminal record regarding animals, and submit to inspections.
Animal Welfare: Limits on age and number of litters have been introduced (e.g., female dog max. 1 litter per year, max. 7 in a lifetime) along with housing requirements.
High Financial Penalties: Administrative fines apply for violations: 2,000 to 10,000 PLN for breeders, and 8,000 to 100,000 PLN for associations.
Aggressive Dogs: Owners of dog breeds considered aggressive will be required to obtain a training certificate from a trainer within 6 months of the law's entry.
