Legal Changes: Prohibiting Denial of Volhynian Genocide and OUN-UPA Ideology

This bill introduces changes to the Institute of National Remembrance Act and the Penal Code. Its aim is to criminalize public denial of the Volhynian genocide and related crimes, as well as to prohibit the propagation of the ideology of the Organization of Ukrainian Nationalists (Bandera faction, OUN-B) and the Ukrainian Insurgent Army (UPA). Citizens should be aware that publicly denying these events or promoting these ideologies will be punishable, similar to denying Nazi crimes.
Key points
New definition of Ukrainian formation crimes: The law specifies that OUN-B and UPA crimes include genocide in Volhynia and neighboring regions (1943-1945), as well as other acts of violence and terror from 1921-1950.
Penalties for denying Volhynian crimes: Publicly denying the Volhynian genocide will be punishable, similar to denying Nazi or communist crimes.
Prohibition of OUN-B and UPA ideology propagation: Promoting the ideology of these organizations, which led to genocide, will be subject to punishment, similar to promoting Nazi or communist ideology.
Impact on social relations: The goal is to protect Polish historical memory and prevent the falsification of history, which may affect public debate and relations with a part of the Ukrainian minority in Poland.
