New rules for foreign students and universities to tighten the visa system.

The act introduces stricter rules for foreigners applying for student visas and for the universities that accept them. The goal is to prevent visa abuse through better verification of candidates and by imposing new control and reporting obligations on universities.
Key points
Universities will have to more thoroughly verify foreign candidates, including their language proficiency (at least B2 level) and the authenticity of their diplomas.
A central database of foreign students will be created, accessible to consulates, the Border Guard, and voivodeship offices to more effectively monitor their status.
Consuls and the Minister of Foreign Affairs will gain access to tax and social security (ZUS) data of visa applicants, allowing for a better assessment of their financial situation.
Universities that operate primarily to facilitate illegal entry of foreigners into Poland may be banned from admitting them or even lose their special approval.
The Polish National Agency for Academic Exchange (NAWA) will take over the task of confirming eligibility for studies based on foreign certificates that are not automatically recognized in the EU.
Graduating from a post-secondary school will no longer be sufficient proof of Polish language proficiency when applying for Polish citizenship or an EU long-term resident permit.
A limit has been introduced: the number of foreign students at a single university cannot exceed 50% of the total student body.
