New Restrictions on E-cigarettes, Liquids, and Nicotine Pouches.
This law introduces new rules for the sale, advertising, and composition of e-cigarettes, their liquids, and nicotine pouches to better protect public health. Key changes include a categorical ban on selling these products to individuals under 18 and an expansion of advertising and sales prohibitions in many public places. Manufacturers and importers of nicotine pouches will also need to report their composition and meet specific standards.
Key points
A categorical ban has been introduced on selling e-cigarettes, their liquids, and nicotine pouches to individuals under 18 years of age. Retailers will be required to display a visible notice about this ban.
The sale of e-cigarettes, liquids, nicotine pouches, and tobacco products is prohibited in vending machines, self-service systems (except duty-free shops), and within medical facilities, schools, and sports/recreational facilities.
The ban on advertising and promotion now includes nicotine pouches, e-cigarettes, and refill containers, meaning they cannot be publicly distributed, offered for tasting, or sold with premiums.
Maximum liquid capacity for e-cigarettes has been set (10 ml for refill containers, 2 ml for single-use), and health warnings are now mandatory on e-cigarette packaging (including non-nicotine ones) and nicotine pouches.
Detailed requirements for the composition of nicotine pouches have been introduced (e.g., maximum 20 mg nicotine per gram, absence of certain additives), along with an obligation for manufacturers and importers to report their composition to the authorities.
