Amending House Rules: Disclosure of Foreign and Federal Payments by Witnesses.

This resolution amends the Rules of the House of Representatives to require witnesses appearing in a nongovernmental capacity to disclose certain grants, contracts, and payments received from the Federal Government or foreign entities over the past 36 months. Witnesses who knowingly and willfully fail to comply will be barred from testifying before the relevant committee for a period of 3 years.
