New rules aim to increase transparency in political advertising, especially for online and prerecorded phone messages. Citizens will have easier access to information about who is paying for these ads, allowing them to better assess the source and intent of the message. These changes are designed to ensure citizens are aware of who is funding communications that influence elections and important national issues.

Video and audio ads must include information about the individual or organization paying, and in some cases, a list of the top five or two largest funders.
Prerecorded phone calls (robocalls) are also subject to new disclosure requirements regarding the sender and funding.
Special rules are introduced for short ads, which may direct to a website with full funding information.
