Increased Access to Federal Agency Guidance Documents: The GOOD Act

This Act aims to increase the transparency of federal agencies by requiring them to publish all their guidance documents in a single, easily accessible location online. Citizens and businesses will gain faster access to information on how agencies interpret the law, making it easier to understand their obligations and rights. All new guidance must be published immediately, and existing guidance must be published within 180 days of the Act's enactment.
Key points
All federal agencies must publish their guidance documents (e.g., memos, bulletins, interpretations) in one central online location.
Citizens will gain easier access to information that does not have the force of law but influences how agencies enforce regulations and interpret statutes.
Rescinded guidance documents will remain available on the website, clearly marked as no longer in effect, ensuring historical transparency.
Documents exempt from disclosure under the Freedom of Information Act (FOIA) are not subject to this publication requirement.
