Protect Seniors and Cut Waste Act: COVID-19 Funds, Stimulus Rebates, and PAYGO Delay

This Act, cited as the Protect Seniors and Cut Waste Act, aims to delay budget cuts (sequestration) under the PAYGO Act resulting from the American Rescue Plan. It simultaneously cuts funds for state and local recovery funds (by a total of $280 billion) and cultural programs, while reallocating $12.3 billion to the Public Health and Social Services Emergency Fund. Key changes also exclude undocumented individuals and incarcerated persons from receiving 2021 stimulus rebates and introduce a Social Security Number requirement for COBRA subsidy eligibility.
