Modifications to Conservation Loan Guarantees for Farmers

This bill amends the Agricultural Act of 1961 to modify limitations applicable to qualified conservation loan guarantees. It adjusts the portion of a loan the Secretary may guarantee based on the principal amount and establishes exceptions for beginning farmers or ranchers and socially disadvantaged farmers or ranchers. The bill also sets a maximum guarantee amount and provides for annual inflation adjustments.
Key points
Guarantee Percentage: The Secretary may guarantee up to 90% of a loan with a principal amount of $3,000,000 or less; this percentage decreases as the loan amount increases.
Exception for Certain Producers: For qualified beginning farmers/ranchers or socially disadvantaged farmers/ranchers, the guarantee may be up to 95% for amounts up to $3,000,000.
Maximum Amount and Inflation: The Secretary may not guarantee a loan exceeding $4,000,000, and dollar figures will be annually adjusted based on the Prices Paid By Farmers Index.
