Phasing Out Subminimum Wages for Disabled Workers: Grants for Integrated Employment.

This law gradually eliminates special certificates (Section 14(c)) that allow employers to pay individuals with disabilities less than the minimum wage. Over four years from the effective date, all employees under these certificates must reach at least the applicable minimum wage. Grant programs will assist employers in transitioning to fully integrated and competitive employment models, boosting the socioeconomic self-sufficiency of individuals with disabilities.
Key points
Wage Increase: Disabled workers previously earning subminimum wages will see their rates gradually increase until they reach the full minimum wage within approximately 4.5 years of enactment.
Certificate Elimination: After four years from the effective date, employers will no longer be legally permitted to pay disabled workers less than the minimum wage.
Employer Support: Grants are available for states and employers to help them transform their business models toward integrated community employment.
