Industry Streamlining: Air Pollution Rule Changes

This act changes the rules for when alterations to factories and other large pollution sources are considered "modifications" or "construction." It aims to make it easier for companies to implement changes that might reduce pollution per unit of production or improve safety and reliability, without extensive permitting. This could impact air quality near large industrial facilities.
Key points
Simplifies modernization for companies if changes aim to reduce pollution per unit of production.
Changes improving safety or operational reliability will not automatically be treated as "modifications" requiring new permits, unless they significantly increase emissions harmful to health or the environment.
New rules define a "modification" only if the maximum hourly emission rate after the change is higher than in the preceding 10-year period.
