COVID-19 Vaccine Priority for US Citizens and Permanent Residents

This bill aims to ensure that United States citizens and lawful permanent residents receive the COVID-19 vaccine first. Only after all willing individuals in these groups are fully vaccinated will vaccines become available to those without permanent residency.
