COINTELPRO Full Disclosure Act: Access to Secret Government Records
This act aims for the full public disclosure of secret COINTELPRO documents, a program run by the FBI. Citizens will gain access to information about government actions that may have affected their rights and freedoms, as well as social and political organizations. A special board will be established to oversee the disclosure process and the storage of these records in the National Archives.
Key points
All secret COINTELPRO records, concerning surveillance and disruption of domestic organizations, will be publicly disclosed unless their release would demonstrably cause harm to national security or privacy.
A special COINTELPRO Records Review Board, composed of independent experts, will be established to decide on document disclosure and resolve disputes regarding their classification.
A dedicated COINTELPRO Records Collection will be created at the National Archives, accessible to everyone, increasing government transparency and allowing citizens to learn about history.
The J. Edgar Hoover Federal Building in Washington, D.C., will be renamed the Federal Bureau of Investigation Federal Building, symbolically distancing itself from the controversial past of the COINTELPRO program.
