Easier Disaster Aid for Rural Communities

This act makes it easier for small businesses and residents in rural areas to get financial help after natural disasters. It changes rules to ensure aid reaches affected smaller communities more quickly and efficiently when significant damage occurs.
Key points
Allows the Small Business Administration (SBA) to declare disasters in rural areas (under 200,000 population) even if the President has already declared a major disaster.
Requires a state governor to request such a declaration and for homes or businesses to have incurred significant uninsured losses (at least 40% of value).
Mandates the SBA to report on the economic impact of disasters in rural areas and its response times to aid requests.
Requires the government to study unique challenges rural areas face in getting disaster aid and propose improvements.
