COVID-19: Easier Release and Home Detention for Vulnerable Inmates

This act aims to facilitate earlier release from prison and transfer to home detention for certain inmates, especially the elderly and sick, due to the COVID-19 pandemic. It shortens the waiting period for considering requests for release and home detention, and expands the possibility of judicial review for such cases. This is intended to reduce the risk of illness in prisons and ensure more humane treatment.

Individuals aged 60 or older or with underlying medical conditions are automatically considered at higher risk for severe COVID-19, qualifying them for compassionate release.
Courts can now independently decide on transferring elderly inmates to home detention, even if the Bureau of Prisons has not made a decision.
Changes rules for the minimum time served before elderly, non-violent offenders can apply for home detention.
