Limiting Charity Semipostal Stamp Issuance by Postal Service

This act changes the rules for issuing special postage stamps where part of the price goes to charity. From now on, the U.S. Postal Service can only issue such stamps if Congress explicitly approves it. This means citizens will have fewer opportunities to support various causes through these stamps unless Congress gives specific authorization.
Key points
The U.S. Postal Service can only issue charity semipostal stamps with explicit approval from Congress.
The method for calculating and recovering administrative costs for these stamps will be revised to keep them minimal.
