Limiting Charity Semipostal Stamp Issuance by Postal Service

This act changes the rules for issuing special postage stamps where part of the price goes to charity. From now on, the U.S. Postal Service can only issue such stamps if Congress explicitly approves it. This means citizens will have fewer opportunities to support various causes through these stamps unless Congress gives specific authorization.
