Border Carbon Fees and Support for Climate-Affected Communities.

This act introduces a new fee on imported goods and fuels based on their carbon emissions, aiming to encourage emission reductions and support U.S. businesses. A portion of the collected revenue will fund programs assisting communities and workers impacted by climate change and energy transition.

New Import Fee: Starting 2024, importers will pay a fee on goods like steel, aluminum, cement, iron, and fuels (natural gas, petroleum, coal) based on their carbon footprint.
Community Support: Half of the collected revenue will go to state grants for job training for fossil fuel workers, climate adaptation planning, and assistance for communities most vulnerable to climate change impacts.
Clean Technology Promotion: The other half of the funds will support research, development, and commercialization of technologies that reduce greenhouse gas emissions.
Exemptions: Least developed countries and those with equally ambitious greenhouse gas emission reduction laws as the U.S. may be exempt from the fee.
