Streamlining Interstate Power Line Construction and Protecting Landowners

This act establishes federal rules for building large power lines crossing multiple states. It outlines how companies can acquire land, including through eminent domain, but also grants landowners rights to information, compensation, and legal recourse.

A federal commission (FERC) will decide on the location of large power lines (over 1000 MW/MVA) crossing at least two states.
Affected landowners (including neighbors within 500 feet) will receive detailed information about the plans and their rights.
Companies building the lines can acquire necessary land, including through eminent domain, if they cannot reach an agreement with the owner.
In eminent domain cases, the landowner has the right to an appraisal by their chosen appraiser (paid by the company) and compensation including lost income and damages to remaining property.
If a court awards the landowner more than 125% of the company's offer, the company must pay the landowner's litigation costs.
Landowners can seek legal action if the project is not completed on time, abandoned, or if the company made material misrepresentations, and the company can be fined for misrepresentation.
