This act aims to increase the number of Vet Centers and outpatient clinics in states meeting specific criteria related to population, density, veteran numbers, or lack of existing facilities. This will provide veterans in these regions with easier access to mental health services and other benefits. The changes are to be implemented within two years of the act's enactment.
