This act introduces new rules for placing children in foster care. The act also grants parents and other interested parties the right to appeal placement decisions.

States must notify grandparents and other adult relatives within 30 days of a child's removal from parents, explaining care options.
Within 90 days of a placement decision, states must notify parents, interested relatives, and legal representatives of the decision and its reasons.
Notified parties have 5 days to request documentation for the decision, and the child's attorney can petition for a court review within 7 days.
