Laboratory Animal Adoption: New Rules for Dogs, Cats, and Rabbits
This Act requires research facilities receiving public funding to offer dogs, cats, and rabbits for adoption after research is completed. The goal is to provide these animals with a chance to find a home instead of being euthanized. Citizens will have the opportunity to adopt animals previously used in research.
Key points
NIH-funded research facilities must develop and implement policies for the adoption of dogs, cats, and rabbits after research.
Animals will be assessed for health and suitability for adoption, then offered through private placement, shelters, or adoption organizations.
Research facilities must maintain and publicly disclose records on the number of animals used, adopted, and euthanized.
Research facilities will receive civil liability immunity after an animal's adoption, except for willful or wanton misconduct.
