Equitable Health Care: Prohibiting Discrimination and Improving Quality

This act aims to ensure that every citizen receives high-quality healthcare, regardless of background, gender, disability, or age. It introduces mechanisms for reporting discrimination and penalties for facilities that fail to provide equal treatment, while also supporting hospitals in improving care standards.
Key points
Prohibition of Discrimination in Healthcare: Citizens have the right to equal treatment in medical facilities, regardless of race, sex, sexual orientation, gender identity, disability, age, or religion.
Reporting Violations and Penalties: It is possible to report cases of unequal treatment. Facilities that systematically discriminate may be excluded from Medicare and Medicaid programs, leading to loss of funding.
Data Collection on Care Quality: Hospitals will be required to collect and make available detailed data on treatment outcomes, disaggregated by demographic characteristics, to identify and eliminate disparities in care.
Support for Hospitals: The act provides grants to hospitals for staff training, translation services, recruiting a diverse workforce, and data monitoring to improve the quality and equity of services provided.
New Federal Health Equity Commission: A Federal Health Equity Commission will be established to monitor progress in eliminating health disparities and advise on health policy matters.
