Amtrak Rail Lines and Stations Transfer to Pennsylvania

New rules require the Amtrak rail company to transfer ownership of certain rail lines and stations to the Commonwealth of Pennsylvania by mid-2021. This includes key routes and stations, meaning a change in ownership for infrastructure used by passengers, with no compensation for Amtrak.
Key points
Amtrak must transfer ownership of the Keystone Line between Harrisburg and Philadelphia and stations along that route to the Commonwealth of Pennsylvania.
Pennsylvania will also receive ownership of other Amtrak stations on the Northeast Corridor in Pennsylvania used for commuter service (excluding two main Philadelphia stations).
A portion of Amtrak's debt related to the Northeast Corridor will be assigned to the Commonwealth of Pennsylvania.
Amtrak will not receive payment for the transferred properties but will retain the right to use them under specific conditions.
The property transfer is required to be completed by June 30, 2021.
