Prohibiting Federal Funds for Illicit Drug Paraphernalia

New rules restrict how federal funds for substance use disorder services can be used. These funds cannot be spent on sterile needles, syringes, or other items for illegal drug use. An exception is made if local health authorities determine there's a significant increase in hepatitis or HIV infections due to injection drug use.
Key points
Federal funds for substance use disorder services cannot be used to buy needles and syringes for illegal drug injection.
The prohibition also covers funding for pipes and other paraphernalia used to smoke or ingest narcotics.
An exception for needle and syringe purchases applies in areas with high hepatitis or HIV risk, in consultation with the CDC.
