Limits on Federal Agencies Crediting Small Business Contracts

This act introduces new rules on how government agencies can count contracts with small businesses towards their goals. The aim is to ensure that more small businesses genuinely benefit from these contracts, rather than just being "double-counted" in statistics. Key points
Federal agencies can credit the same small business contract a maximum of two times towards their goals.
The first credit must be applied to the general small business contracting goal.
The second credit can be applied to specific goals, e.g., for veteran-owned or women-owned businesses, if the contract was set aside for them.
If the contract was not set aside for a specific group, the second credit can be used for any applicable goal.
