This act establishes permanent provisions for veterans and their families, ensuring continuity of educational and other benefits during emergency situations like school closures. It also facilitates tax benefits and professional license portability for servicemembers and their spouses, and expands support for veterans' mobility and self-employment.

Continuity of Educational Benefits: Veterans and their families continue to receive financial support for education, even if their classes are interrupted, converted to distance learning, or schools close due to an emergency. These periods will not count against overall benefit limits.
Flexibility in Benefit Use: Time limits for using educational benefits (e.g., GI Bill) are extended if a veteran was prevented from pursuing education due to an emergency situation.
Support for Course Withdrawal: Veterans withdrawing from a course due to an emergency (e.g., illness, childcare issues, relocation) will not lose their benefits.
Facilitation for Military Spouses: Professional licenses can be transferred between states for servicemembers and their spouses, making it easier for them to continue working after relocation.
Tax Relief and Consumer Contracts: Servicemembers and their families can maintain their residency for tax purposes after relocation and more easily terminate consumer contracts (e.g., telecom, gym memberships) in case of sudden military order changes.
Expanded Mobility Support: Disabled veterans can receive additional vehicles or car modifications, such as wheelchair lifts, as medical services.
