Federal Work-Study Improvement Act: Work-Based Learning and Funding Changes

The Act amends the Higher Education Act of 1965 to replace community service with work-based learning within the Federal Work-Study program. It establishes a schedule to gradually reduce the federal share of student compensation from 75 percent to 50 percent. Additionally, the Act repeals the Federal Supplemental Educational Opportunity Grants program effective June 30, 2022.
Key points
The Federal Work-Study program replaces community service requirements with work-based learning, defined as paid interactions with professionals in real workplace settings aligned to a student’s field of study.
The Secretary may not award funds based on whether an institution of higher education meets the specific definitions of section 101 or 102(a)(1)(A) of the Act.
The federal share of student compensation in the Work-Study program will decrease from 75 percent in the first year after enactment to 50 percent in the fifth year and succeeding years.
The Federal Supplemental Educational Opportunity Grants program is repealed, although funds appropriated for fiscal year 2022 remain available through the end of fiscal year 2023.
