Summer Meals and Learning: Open School Libraries for Children

This act aims to provide children with access to school libraries and educational activities during the summer, especially those participating in summer meal programs. This will allow children to continue learning and develop reading skills, which can help reduce the educational gap during holidays. The program will support schools where at least half of students in grades pre-kindergarten through 3 are struggling with reading.
Key points
Access to School Libraries: Children in summer meal programs will have access to school libraries and educational activities for at least 6 weeks during the summer.
Reading Support: The program focuses on improving reading skills for young students who are struggling with reading or are at risk of doing so.
Funding: The act authorizes $5 million annually for fiscal years 2023-2027 for grants to State library agencies, which will then provide subgrants to schools.
Community Partnerships: Schools will work with community partners to develop and implement summer early reading programs.
