Limiting environmental reviews for projects without federal land or control.

This act limits when and to what extent the federal government must review the environmental impact of projects. This means projects not on federal land or not directly controlled by the government will face fewer federal environmental checks. This could speed up some developments but also reduce oversight of their environmental effects.
