This act aims to protect students from educational programs that do not adequately prepare them for licensed professions. It introduces new rules for institutions to ensure their programs are recognized in the states where students intend to work. This helps students ensure their educational investment leads to real career opportunities.

Colleges must ensure that programs preparing for licensed professions fully qualify students to work in their state of residence or in states where the institution advertises its programs.
Institutions offering online or correspondence courses must be legally authorized in each state where their enrolled students are located, or participate in state authorization reciprocity agreements.
Institutions must inform students if a program does not meet licensure requirements in the state where the student intends to work and obtain a written acknowledgment from the student.
Programs that previously lost funding due to low employment or earnings rates cannot be re-offered for at least 3 years if they are 'substantially similar' to those discontinued.
