Restricting War Funding: New Rules for Emergency Spending.

Emergency war funding will only be allowed for operations lasting up to 60 days and conducted in a foreign country.
These funds will be exclusively for equipment replacement, munitions, temporary facility construction, and direct war operations, excluding research, development, or foreign military training.
A mechanism has been introduced to make it harder to fund operations that do not meet the new, strict criteria, increasing control over military spending.
The government will be required to submit a plan for transferring long-term activities to the regular budget, enhancing transparency in defense finances.
