Mail-in ballots by request only: To vote by mail, voters must submit a request, which will be verified for identity and eligibility. Requests must be submitted at least 21 days before the election.
Ballot requirements: Mail-in ballots must be signed with the same signature used for registration, dated, and include an attestation that the voter will not attempt to vote in-person.
Restrictions on ballot possession: Only immediate family members or caregivers can possess or return another person's completed mail-in ballot (maximum two such ballots).
Timely election results: Federal election results must be counted and reported within 24 hours of polls closing. If not, officials must publicly explain why and outline their plan.
Photo ID required for in-person voting: States seeking federal election funds must require voters to present a valid photo ID at polling locations.
Mail-in ballot signature verification: States must compare signatures on mail-in ballots with voter registration files. If signatures don't match, voters will have a chance to resolve the issue.
No same-day registration and voting: First-time voters will be prohibited from registering and casting a ballot on the same day in federal elections.
Annual voter roll audits: States must regularly audit voter rolls, comparing them against death records and the E-Verify program to remove ineligible individuals.
