Equal Health Care for All: Prohibiting Discrimination and Improving Quality

This Act aims to ensure that every individual receives high-quality health care, regardless of race, sex, age, or disability. It introduces new data collection rules to better understand and eliminate health care inequities, and establishes mechanisms for reporting and resolving discrimination issues in medical facilities. Patients will gain greater protection against unequal treatment in health services.
Key points
Prohibition of discrimination in health care: medical facilities cannot differentiate service quality based on race, sex, age, disability, or religion.
Improved data collection: hospitals and facilities will be required to report patient health data disaggregated by demographic groups, helping to identify inequities.
New rules for hospitals: quality of care will also be assessed based on equitable patient treatment, and hospitals may receive grants for programs improving health equity.
Complaint mechanism: individuals who feel discriminated against can file a complaint with the designated Director, and courts may award damages for violations.
Establishment of the Federal Health Equity Commission: a new commission will monitor progress in eliminating disparities and advise on health policy matters.
