Police Chokehold Ban: New Funding Rules for Law Enforcement.

This act aims to encourage states and local jurisdictions to ban police officers from using chokeholds and carotid holds. If a state or jurisdiction does not implement such a ban, it will lose access to federal grant programs supporting law enforcement. This means that citizen safety may improve due to restricted use of dangerous police techniques, while local authorities will need to adjust their regulations to continue receiving crime-fighting funds.
Key points
Defines chokehold or carotid hold as any pressure to the throat/windpipe or maneuvers restricting blood/oxygen flow to the brain.
States and local jurisdictions without a law prohibiting chokeholds will be ineligible for federal Byrne and COPS grant program funds.
