PUPPETS Act: Combating Unrecognized Governments and Their Supporters.
This act aims to weaken entities claiming to be governments in certain regions of Ukraine, Moldova, and Georgia that are not recognized by the U.S. Citizens might feel indirect effects if their country supports these entities, as the U.S. could halt foreign aid or designate such a country as a state sponsor of terrorism. The act is set to expire at the end of 2023.
Key points
Unrecognized governments in Donetsk, Luhansk, Transnistria, South Ossetia, and Abkhazia are designated as foreign terrorist organizations.
The U.S. will not recognize the sovereignty of these entities over territories claimed by Ukraine, Moldova, or Georgia, meaning no flights or vessel movements implying such recognition.
Countries supporting these unrecognized governments may lose U.S. foreign assistance and be designated as state sponsors of terrorism.
