The IRS cannot hire new enforcement personnel until phone service reaches 70% effectiveness and an average answer speed of under 5 minutes.
The IRS cannot hire new staff (except for return processing and call center operations) until its backlog of document processing is below one million cases and refunds are issued within an average of six weeks.
Individuals with taxable incomes below $400,000 will not be audited by the IRS at a greater rate than before this act.
