New rules make it easier for farmers and forest owners to get funds for repairing damage from natural disasters like fires and floods. Citizens can now receive advance payments more quickly to cover reconstruction costs, speeding up recovery after destruction. The act also broadens the definition of eligible wildfires to include those caused by the government or spreading naturally.

Farmers can receive an advance of up to 75% of replacement costs or 50% of repair costs before carrying out the work.
Private forest owners can receive an advance of up to 75% of emergency measure costs, facilitating quick action.
Assistance now covers damage from wildfires that spread naturally, even if not naturally caused, and those caused by the Federal Government.
The scope of eligible activities under the emergency conservation program has been expanded to include other immediate emergency measures.
