Protecting universities from foreign intelligence threats and theft.

This act aims to protect U.S. higher education institutions from espionage and information theft by foreign entities. It introduces mechanisms to identify and sanction such entities, which may affect international students and researchers, as well as universities' international collaborations. The changes are intended to enhance national security and protect intellectual property.

Introduction of a process for the FBI to officially designate foreign entities as intelligence threats to higher education.
Universities will be required to disclose gifts and contracts of $250,000 or more from foreign sources, and any interactions with designated threat entities.
Individuals designated as intelligence threats may have their visas revoked, be deported from the U.S., and become ineligible for future entry.
The President can impose financial sanctions on designated entities and prohibit universities from contracting with them or require termination of existing contracts.
Annual reports to Congress will assess the impact of foreign threats on research and development at universities.
